BMU and GIZ China strengthen their IKI coordination

From 28th October to 2nd November 2018, a six-member high-level BMU delegation led by Directorate-General IK Dr. Karsten Sach visited China. Stephan Contius, head of Division IK I 2, and Dr. Vera Rodenhoff, head of Division IK I 4 also joined the delegation. During their visit, the delegation attended the 2018 World Cities Day in Xuzhou, Jiangsu Province, which this year was under the motto “Building Sustainable and Resilient Cities”. Furthermore, the participants met with officials from the Department of Climate Change (DCC) of the Ministry of Ecology and Environment (MEE) in Beijing and discussed key areas of joint cooperation.

On 29th October, the BMU Delegation invited GIZ to the “GIZ China – BMU IKI Seminar”, where IKI project directors and technical advisors presented IKI work in China. The transport sector in China has gained great momentum thanks to rapid transformation in technologies. Development in waste sector is still in early stages and lack of public awareness. Transformation and revitalization of industrial sites, inquired by Chinese ministries, is taken as a potential topic for cooperation in urbanization sector. After the restructuring of ministries in March 2018, several Chinese partners, especially from MEE, Ministry of Housing and Urban-Rural Development (MoHURD), and National Development and Reform Commission (NDRC), became of interest to the delegates. Dr. Karsten Sach highlighted that forestry and transport could be relevant to the BMU in a cross-boundary context. Digitalization and sustainability are currently very important topics; here a conjunction with the transport sector or energy transition is possible. In China the activities in the realm of forestry are still limited. Thus, Dr. Karsten Sach prospected to strengthen engagement in topics such as forestry and supply chain or forestry in the context of biodiversity. To follow up, a brief evaluation of the implementation experiences with regard to the climate aspects of the previous IKI portfolio will be conducted. Furthermore, the topics of transport and digitization as well as energy transition and digitization will be examined more closely.

2009年中德两国签署了《中德关于应对气候变化合作的谅解备忘录》,并启动中德气候伙伴关系项目作为该双边对话的平台,以支持德国环境、自然资源与核安全部和中国生态环境部之间的合作。伴随着2018年中国政府机构改革,该项目进入新的阶段。在此阶段,中德气候伙伴关系项目将致力于推进双边政策对话和气候变化领域的国内、国际合作。同时该项目将支持发展和实施中国中长期低碳发展战略,以此支持中国政府加强其气候治理系统。 国内方面,中德气候伙伴关系项目支持气候双边政策对话(中德应对气候变化工作组会),并增强对德国经验和最佳实践的借鉴,包括提高发展气候和能源行动的综合计划以及城市适应气候变化的能力。国际方面,该项目将增强气候政策及其实施的最佳实践模式的相关知识。 针对在中德应对气候变化工作组会中确立的议题,该项目将承担IKI项目孵化器的职责。作为信息交流接口,该项目加强与IKI项目的国内、国际合作伙伴的交流,尤其是关于《联合国气候变化框架公约》(UNFCCC)相关议程的交流。
