On 27 December 2019, the Ministry of Ecology and Environment (MEE) published the Notice on Emissions Data Collection for 2019. As in past years, this refers to companies that emit more than 26,000 t CO2 per year and that are part of the eight sectors that are to be included in the national emissions trading scheme (ETS), namely petrochemicals, chemicals, construction materials, iron and steel, non-ferrous metals, pulp and paper, power and aviation. The power sector includes conventional power plants, co-generation of heat and power, biomass and captive power plants.
The local Departments of Ecology and Environment (DEE) will support data collection from companies in their jurisdictions until 31 March 2020. Following verification, the aggregated data must be submitted to the Department of Climate Change of the MEE by 31 May 2020.
In line with the Notice of Power Generation Enterprises List and Relevant Materials Collection for the National ETS （环办气候函〔2019〕528号), local DEEs are asked to update the list of power companies that will be covered by the national ETS and provide relevant materials such as account opening information for newly added companies by 31 May 2020. With a view to the start of the national ETS, the DEEs must submit default data for those companies that are unable to deliver their 2019 data. It is not mentioned how the default data will be calculated.
