This report serves as the foundation for the study “Comparison analysis and cooperation potentials study for Energy Transition in North Rhine-Westphalia”. Based on national- and provincial-level policy documents and statistical data, and situated within the broader framework of China’s “Carbon Peaking and Carbon Neutrality” goals and coordinated regional development, it examines Jiangsu, a major economic province in eastern China, and Sichuan, a resource-rich province in western China.
By systematically summarising policy practices, implementation experiences and key challenges of the energy and power sector transition in the two provinces, the report provides a solid evidence base for the subsequent comparative analysis with North Rhine-Westphalia and Baden-Württemberg in Germany. It also supports deeper exchange and mutual learning on energy transition experiences at the provincial and state level between China and Germany.
