An Exploratory Study on Climate Change Risk Assessment and Planning Pathways for Xi’an

Taking Xi’an as a case study, the report approaches spatial planning from the perspective of climate change adaptation, integrating production, living, and ecological spaces. It embeds resilience objectives – focusing on robustness, rapidity, redundancy, and diversity – into both the master and detail spatial planning processes. The aim is to position Xi’an as a national model in both research and practice, setting a benchmark for resilient urban spatial planning across China. Through this approach, the authors seek to provide actionable insights and innovative pathways for cities facing similar challenges, ultimately fostering sustainable and adaptive urban development.
