More than 100 companies failed to meet their surrender obligation in the first compliance cycle of the national ETS

According to the release of data from the first compliance cycle of the national ETS from 24 provinces, 113 companies had not surrendered allowances as of May 07. The companies are from Beijing, Tianjin, Jilin, Jiangsu, Guangdong, Tibet and Xinjiang.

The Autonomous Region of Inner Mongolia has the highest number of enterprises that failed to meet their obligations on time: A total of 17 companies of which 14 were fined. Eight enterprises in Shandong were unable to perform due to plant closures or account closures, and two enterprises in Henan were penalized due to the epidemic and enterprise restructuring.

Provincial authorities are in charge of imposing strict requirements for contract compliance. Most enterprises that failed to comply have been ordered to make corrections within a time limit and were fined with a penalty between CNY 20,000 and CNY 30,000.
