Watertown Living Room Near-Zero Carbon Special Plan: Preparation and Case Study of Practice

This summary report examines the methods, challenges, and outcomes of crafting and implementing a low-carbon special plan for the “Watertown Living Room”, a core area within the Yangtze River Delta Demonstration Area that is spanning three administrative regions (Shanghai, Zhejiang Province and Jiangsu Province) in China. By analysing this case, the author explores China’s evolving approach to near-zero carbon spatial planning within its broader territorial planning system. The findings showcase the Yangtze River Delta region’s proactive governance and adaptive strategies in addressing climate change, offering actionable insights into low-carbon planning methodologies and implementation mechanisms.
