On 11 September, the National Development and Reform Commission (NDRC) issued “The Dual Control Plan on Total Energy Consumption and Energy Intensity”, which targets projects designated as having high energy- and emissions-intensity, emphasizing firm regulation of such projects. The policy requires stronger central and local energy consumption indicators and more elasticity in the management of the total amount of energy consumption. For projects with an energy consumption of over 50,000 tonnes of standard coal equivalent energy, the policy calls for greater central control over approval and encourages greater local renewable energy consumption, as well as the establishment of a national energy-use quota trading market. According to the document, by 2025, China wants to have the dual control system in place and improve utilization efficiency. By 2030, the energy consumption intensity shall have decreased while the overall energy structure shall be optimized.

Ministry of Transport issues 15th Five-Year Plan for Integrated Transport Service Development

The plan, released on 24 July 2026, focuses on a whole-chain, integrated and resilient freight and logistics system, alongside digitalisation, greener transport and rural connectivity. It envisages shifting freight from road to rail and water, scaling up new energy heavy-duty trucks and using digital tools for logistics operations and safety oversight. Specifically, it targets completion of 90% of freight transfers between transport modes within one hour at key integrated freight hubs and delivery and logistics stations in 90% of administrative villages. The share of new energy heavy-duty trucks is to rise from 4% in 2025 to 20% by 2030.
