General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on Deepening the Reform of the Ecological Protection Compensation System

The Opinions on Deepening the Reform of the Ecological Protection show that the ecological protection compensation system is an important means of implementing the rights and responsibilities of ecological protection.

The purpose of the Opinions on Deepening the Reform of the Ecological Protection is to regulate the activities of enterprises in disclosing environmental information and to strengthen the main responsibility of ecological environmental protection and enhance social supervision.

The goal of the reform proposed in the Opinions is that by 2025, the ecological protection compensation system is in line with the state of economic and social development. The comprehensive compensation system based on the cost of ecological protection, as well as the system to enhance the capacity of public services shall be improved. Additionally, the market-oriented and diversified compensation pattern based on the beneficiary-pays principle will be formed. By 2035, the ecological protection compensation system shall meet the requirements of the construction of an “ecological civilization”.

The Opinions point out that it is necessary to focus on important ecological and environmental elements and improve the classification compensation system, and national ecological security priorities, to improve the comprehensive compensation system, and to improve supporting measures in relevant areas and enhance reform synergy.

The General Office of the State Council issued the Opinions on Accelerating the Establishment of a Waste Recycling System on 6 February 2024, which emphasize the importance of resource recycling and reuse.  In this new policy, more quantitative targets are proposed, which provide clear indicators of policy implementation effectiveness. The new Opinions also expand the scope of waste categories to encompass agricultural waste and bulk solid waste, propose additional pathways for resource utilization and introduce the idea of ‘Extended Producer Responsibility’. In addition, the Opinions propose to integrate other countries’ relevant regulations and standards.
