2020年6月12日，中国国务院办公厅印发《生态环境领域中央与地方财政事权和支出责任划分改革方案》。《方案》针对3月初发布的《关于构建现代环境治理体系的指导意见》进行具体安排。
《方案》明确了以下几方面的责任划分：（1）生态环境规划制度制定；（2）生态环境监测和执法；（3）生态环境管理事务与能力建设；（4）环境污染防治；（5）研究等其他事项。《方案》的核心重点在于，除国家、重点区域流域、跨区域的重大环境治理问题或涉及国际合作的环境治理问题外，环境治理支出主要由地方政府承担。
