Implementation plan for carbon dioxide peaking in Shandong Province

On 28 December 2022, the Shandong Provincial Government issued the ‘Carbon Peaking Implementation Plan for Shandong Province.’ The Plan specifies the main objectives of achieving carbon peak in Shandong Province: by 2025, the proportion of non-fossil energy consumption will increase to about 13%, energy consumption and carbon dioxide emissions per unit of GDP will decrease by 14.5% and 20.5% respectively compared to 2020; by 2030 the proportion of non-fossil energy consumption will reach about 20%, and CO2 emissions per unit of GDP will decrease by more than 68% compared to 2005 ensuring that the target of reaching the carbon peak by 2030 will be achieved on schedule.

The Plan proposes the implementation of ten major projects to ensure carbon peaking by 2030:

1. Green and low-carbon transformation of energy: formulating actions to achieve carbon peaking in the energy sector, adhere to safe and stable carbon reduction, and accelerate the construction of a clean, low-carbon, safe, and efficient energy system.

2. Carbon peaking in the industrial sector: accelerating the transformation and upgrading of industrial structure, formulating actions to achieve carbon peaking in the industrial sector, and accelerating the construction of an energy-saving society.

3. Energy conservation to reduce carbon and increase efficiency: implementing the requirements of dual control of energy consumption, integrating energy conservation into the whole process and all areas of economic and social development, promoting the energy consumption revolution, and accelerating the construction of an energy-saving society.

4. Green and low-carbon urban and rural construction: accelerating the green and low-carbon development of urban and rural construction, and comprehensively establishing a green and low-carbon oriented urban and rural construction management mechanism.

5. Low-carbon transformation of transportation: scientifically formulating actions for carbon peaking in the transportation sector, accelerating the construction of a green and low-carbon transportation system, and ensuring that the growth of carbon emissions in the transportation sector remains within a reasonable range.

6. Circular economy for carbon reduction: vigorously developing the circular economy, continuously improving the efficiency of resource utilisation, and utilise the synergy of reducing resource consumption and reducing carbon.

7. Green low-carbon science and technology innovation: utilise the leading role of science and technology innovation in the work of carbon peaking and carbon neutrality, strengthen the capacity of science and technology support, and accelerating the green low-carbon science and technology revolution.

8. Carbon sink capacity consolidation and enhancement: promoting the integrated protection and restoration of mountains, water, forests, fields, lakes, grass and sand. Improving the quality and stability of ecosystems, giving full play to the role of forests, farmlands, wetlands, and oceans in carbon sequestration, and enhancing the carbon sink increment of ecosystems.

9. Green and low-carbon for all people: Focusing on enhancing the awareness of conservation, environmental protection, and ecology for all people, advocate a civilised, economical, green, and low-carbon lifestyle.

10. Green and low carbon international cooperation: improve the green trade system, strengthen low-carbon international cooperation, and comprehensively improve the level of green and low-carbon development in opening.

The plan also specifies policy support measures such as improving the carbon emission statistics and accounting system, strengthening economic policy support, establishing a market-based mechanism, improving the price regulation mechanism and carrying out carbon peaking pilot construction.

China issues National Climate Plan for 2026–2030

On 27 July 2026, the Ministry of Ecology and Environment (MEE) and 18 other national authorities jointly issued the “National Climate Change Plan for the 15th Five-Year Plan Period”. The plan covers the period 2026–2030 and addresses mitigation, adaptation, carbon markets, product carbon footprints and climate governance.

The plan builds on the objectives of the general 15th Five-Year Plan (FYP) for National Economic and Social Development, adopted in March 2026, and of the State Council’s “Action Plan for Carbon Peaking during the 15th Five-Year Plan Period”, issued earlier this month. While the “Action Plan for Carbon Peaking” focuses mainly on energy and sectoral carbon dioxide (CO2) reductions, the new national climate plan also addresses non-CO2 gases, climate risk and the data systems needed to implement climate policy.

China sets out how it intends to peak carbon emissions before 2030

On 9 July 2026, the State Council published the “Action Plan for Carbon Peaking during the 15th Five-Year Plan Period (2026–2030)”. The plan translates the climate objectives of the 15th Five-Year Plan, adopted in March 2026, into sector-level measures for energy, industry, transport, buildings and carbon markets. It is the central instrument through which China intends to reach its target of peaking carbon dioxide (CO2) emissions before 2030, and prepare the ground for carbon neutrality before 2060.
