4th Earth Temple Forum and Beijing ETS Launch

29 November 2013 – 2013 was the first year of carbon trading in China and Beijing launched its ETS on November 28th. To mark this symbolic event, the launching ceremony of the ETS was held simultaneously with the 4th Earth Temple Forum. The Forum is held annually and covers topics on low-carbon development. This year, the first day was dedicated to the ETS launching ceremony as well as to a low-carbon development summit.

The second day of the Earth Temple Forum included high-level discussions on low-carbon related topics. GIZ acted as a co-operator for the second day of the Forum, working closely together with China Beijing Environment Exchange (CBEEX). In order to provide a deeper understanding of international carbon markets, our project invited two leading German experts to share their vast experiences on carbon trading: Dr. Hans-Joachim Ziesing, Senior Policy Advisor at the Ecologic Institute and Dr. Felix Matthes, Research Coordinator Energy & Climate Policy at the Institute for Applied Ecology.

The first session focused on “The First Year of Carbon Trading in China”. Ms. Ursula Becker, Programme Director at GIZ China, introduced the Sino-German cooperation on ETS development, which is rooted in GIZ’s more than 30 years of experiences in China and long-year cooperation on environmental issues. After that, a panel including Dr. Matthes and Dr. Ziesing focused on how to make the best use of experience from international carbon markets for China.

Dr. Hans-Joachim Ziesing is a Senior Policy Advisor at the Ecologic Institute with an expertise on energy and climate change policy. He has advised the German Government on the EU Directive on Emissions Trading and on the design of Germany’s National Allocation Plans for the first and second trading periods. He is a member of the German Government’s independent Expert Commission established to monitor Germany’s “Energy for the Future” (the German “Energiewende”).

Dr. Felix Matthes
is working as the Research Coordinator for Energy & Climate Policy at the Institute for Applied Ecology (Oeko-Institut) in Berlin. He has been working in the area of climate change and energy for more than 20 years and has been a member of the Energy Advisory Group of the European Commission for the Energy Roadmap 2050. He has made numerous contributions to the National Allocation Plan (NAP) of Germany and was involved in ex-post evaluation and revision of the EU ETS.

Industry-Related N2O Mitigation Closing Workshop

On 7 June 2023, the National Center for Climate Change Strategy and International Cooperation (NCSC) organised the closing workshop of one cooperation project on mitigation of industry related N2O. The cooperation is part of the project “Sino-German Cooperation on Emissions Trading Systems, Carbon Market Mechanisms, and Industry-related N2O Mitigation.”

GIZ and NCSC Jointly Host Capacity Building Trainings on Industry-related Nitrous Oxide Emission Mitigation 

In November and December, 2022, GIZ and NCSC hosted two capacity building training sessions under the guidance of the Department of Climate Change (DCC) of the Ministry of Ecology and Environment (MEE). The virtual trainings provided an overview of the German experience of mitigating N2O emissions from the industrial sectors and relevant policies for similar mitigation in China.
