On 17 November 2025, experts from the German-Chinese Track 2 Dialogue presented their joint publication on nature-based solutions for climate protection and biodiversity conservation at a side event in the German Pavilion at the 30th World Climate Conference (COP30) in Belém, Brazil. Led by Prof. Dr Wolfgang Cramer and Prof. Dr Binbin Wang, the experts called for rapid and holistic action, emphasising the integrated implementation of the Rio Conventions to harness synergies between climate mitigation, adaptation, and biodiversity conservation.
The event was opened by Jochen Flasbarth, State Secretary at the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety, and Liu Zhenmin, Special Representative of the Chinese Government on Climate Change. Both speakers highlighted the shared responsibility and leadership role of Germany and China in global climate action and underscored the importance of close bilateral cooperation.
Prof. Dr Dirk Messner, President of the German Federal Environment Agency, and Prof. Dr Xu Huaqing of the National Centre for Climate Change Strategy and International Cooperation (NCSC), as leaders of the Track 2 Dialogue, stressed the value of open and trust-based dialogue—particularly in times of geopolitical tension and global crises. The German-Chinese Track 2 Dialogue, they noted, provides a vital platform for constructive exchange between experts from both countries.
The event concluded with an international panel discussion, during which the joint recommendations of the German and Chinese experts were discussed with a broader audience.
Under the theme “Global Mutirão – Global Community Initiative,” the Brazilian COP Presidency highlighted the need for strengthened international cooperation. Against this backdrop, the German-Chinese Track 2 Dialogue on Climate Change and Sustainable Development—active since 2020—demonstrates how science-based dialogue can inform effective policy responses at the international level. As two of the world’s largest economies, Germany and China play a key role in advancing global climate and biodiversity goals.
The Track 2 Dialogue’s working group on climate and biodiversity is supported by GIZ’s Strategic Environmental Dialogues project, while the German-Chinese Climate Partnership, another GIZ initiative, supports the overall Track 2 Dialogue process under the leadership of the Federal Environment Agency and the NCSC.
