‘Several Opinions on Establishing a National Land Spatial Planning System and Supervising Its Implementation’ Published

On 23 May 2023, the Central Committee of the Communist Party of China and the State Council proposed ‘Several Opinions on Establishing a National Spatial Planning System and Supervising Its Implementation’ in order to establish a national spatial planning system and supervise its implementation.

The document integrates spatial planning, such as main functional area planning, land use planning, and urban-rural planning, into unified national spatial planning to achieve “multi-planning integration.” It strengthens the guidance and constraint role of national spatial planning on various special plans. At the same time, prioritization of ecology and green development, management of ecological and environmental zoning, protection of ecological barriers, construction of wildlife corridors and ecological networks, and protection and restoration of ecosystems are emphasized.
