China plans to strengthen South-South cooperation on early warning for climate change adaptation

During a high-level meeting on early warning at COP29, China released its “Action Plan on Early Warning for Climate Change Adaptation (2025-2027)”. With this plan, published by the China Meteorological Administration, China aims to build a joint technical platform to monitor and forecast climate and weather conditions, as well as to enhance regional cooperation mechanisms for early warning of extreme weather events. According to Ding Xuexiang, China’s Vice Premier and President Xi Jinping’s special representative at COP29, the goal is to contribute to a global early warning network with a focus on developing countries, The plan foresees four areas of action which follow the pillars of the “UN Early Warnings for All Initiative”:

 

  1. Sharing knowledge and tools on climate risk assessment

China pledges its willingness to share technical standards, operational procedures, and knowledge from its experience of national disaster risk surveys and climate impact assessments. By doing so, it hopes to assist developing countries in better understanding climate risks and subsequently develop better adaptation strategies.

     

      2. Building a climate risk monitoring, forecasting, and warning platform

    The plan announces the construction of three geostationary meteorological satellites (one over the Indian Ocean and two over the Western Pacific Ocean) needed for disaster forecasting in Africa, Asia, and the Pacific. China also intends to share its technology and build a cloud-based early warning system as part of its South-South cooperation focusing on African and Oceanic states.

       

        3. Sharing expertise for building a climate-resilient society  

      The plan foresees China to share best practices and policies in disaster prevention and relief, as well as evacuation procedures, and to develop partnerships for urban climate adaptation.

         

          4. Enhancing early warning capabilities in developing countries

        China plans to implement so-called “early warning flagship projects” as part of its South-South cooperation. According to the plan, China aims to provide 2000 technical trainings, 100 scholarships, and 50 visiting scholar positions over the next two years.

         

        In an interview, Zeng Qin, Director General of the Department of International Cooperation at the China Meteorological Administration, and Wang Yawei, Director General of the Department of Emergency Disaster Reduction and Public Services (DEDRPS), explained that China’s experience shows that early warning systems significantly reduce damage and casualties in extreme weather events and therefore are the most cost-effective way of adaptation across sectors such as agriculture, (urban) infrastructure, energy security and general economic wellbeing of individuals and companies. The action plan is a response to the UN initiative to make meteorological forecasting more accessible for all, especially for developing countries.
