Extension of Jiangsu Project Phase III

    The “Supporting the Low Carbon Development of Jiangsu Province Phase III” project has been extended on a cost neutral basis to 30 April 2023 to finalise all indicators for achieving its overall goal. The extension application was approved officially by BMWK on 1 February 2023.

    In 2010, the National Development and Reform Commission together with the German Ministry of Environmental Protection, Construction, and Nuclear Safety commissioned Jiangsu Provincial Development and Reform Commission and GIZ to implement this project which has lasted for 12 years with three phases focusing on low carbon development cooperation.

    The first phase mainly aimed to achieve the “12th Five Year Plan” carbon intensity goal, promote low carbon development in Jiangsu, and play a leading role in demonstration from three components such as strategic research and policy advice, capacity development, and pilot demonstration. The second phase aimed to promote the integrated low carbon development of Jiangsu through holistic approaches of guidelines compilation, pilot demonstration and dissemination based on best practices and experience from Germany, and thus to achieve the innovative “composite energy utilisation system” in four major levels of individual enterprises, individual buildings, industrial parks, and city quarters. The third phase focuses on cooperation in research of Jiangsu carbon peaking, the overall control of greenhouse gas emissions and energy consumption working mechanism, as well as sustainability-related knowledge transfer and capacity building.

    During the three phases, the Project has worked out over 100 related research reports, organised more than 100 training workshops, thematic exchanges and abroad study tours, with a total of over 10,000 related persons trained. The provided services cover all cities and most industrial parks in Jiangsu Province.
