China Issues Action Plan for Energy Saving and Carbon Reduction (2024-2025)

China’s State Council issued a 2024-2025 action plan for energy saving and carbon reduction. Goals include cutting energy consumption by 2.5% and CO2 intensity by 3.9% in 2024 while increasing non-fossil energy usage to 18.9% in 2024 and 20% in 2025. The plan projects a reduction of approximately 50 Mt of standard coal and a decrease in emissions by around 130 Mt of CO2. Measures involve strict coal consumption controls, the promotion of new energy vehicles, and enhanced energy efficiency in industries such as steel, petrochemicals, non-ferrous metals, building materials, architecture, transportation and public institutions.

COPA Global representative visited China and exchanged with key partners

A representative from the Climate and Ozone Protection Alliance (COPA) Global, Ms. Malin Emmerich, visited China from April 7th to 13th, 2024. It was her second visit after the one in 2023 together with project director Ms. Ellen Michel. Her itinerary included a series of key engagements to support COPA in China, starting with the participation in the China Refrigeration Expo (CRH2024), where she attended sessions on green and low-carbon refrigeration technology and best practices in the service sector. At the event she introduced COPA’s activities in China to the audience. Subsequently, a meeting with UNDP China was held in Beijing, furthering the Alliance’s collaborative efforts.

NDC Implementation project enhances climate action at subnational level

In the past two years, the NDCI project has collaborated with Shandong province and the Inner Mongolia Autonomous Region on policy comparison and economic and energy modeling. Following the approval of a project extension, the German and Chinese governments agreed that the NDCI project should work with eight provinces over the next two years. These provinces are Anhui, Guangdong, Guangxi, Hunan, Inner Mongolia, Shaanxi, Shandong, and Sichuan.

Joint Success: First in-person visit of the Urban-Act Chinese delegation at regional training and exchange in Bangkok

The visit of a group of Chinese academics and experts to Bangkok from 12 to 14 June 2024 marked the first in-person visit by the Chinese partners involved in the Urban-Act project since its inception in 2022. The delegation comprised academic and technical experts from Tongji University, the National Center for Climate Change Strategy and International Cooperation (NCSC) under the Ministry of Ecology and Environment (MEE), the Shanghai Urban Planning & Design Research Institute (SUPDRI), and the National Climate Center (NCC) of the China Meteorological Administration (CMA).

Sino-German Track 2 Dialogue in Shanghai Advances Climate Change and Sustainable Development Goals

The 8th Sino-German Track 2 Dialogue on Climate Change and Sustainable Development convened at Fudan University in Shanghai from 27 to 28 May 2024, co-hosted by the German Environment Agency (UBA) and the Chinese National Center for Climate Change Strategy and International Cooperation (NCSC), and supported by GIZ. This significant event gathered prominent experts from China and Germany to address urgent global climate challenges. UBA President Prof Dirk Messner and NCSC Director-General Xu Huaqing jointly moderated the dialogue.

Sino-German Dialogue on Sustainable Financial Products and Practices – Workshop on Sustainable Debt Instruments

Following the successful kick-off in March, more than 20 Chinese and German representatives and practitioners from financial institutions and experts in sustainable finance gathered in Beijing on 29 May for the first workshop of the Sino-German Expert Dialogues Series on Sustainable Finance Products and Practices. Hosted by the GIZ and supported by the Institute of Finance and Sustainability (IFS) and Climate & Company, the hybrid workshop focused on the pivotal role of small and medium-sized enterprises (SMEs) in the green transformation and sustainable debt-based financial instruments.

Climate Governance in the Federal Republic of Germany: Interaction between the EU, the federal state, and regional states to implement Germany’s emissions reduction targets

This paper provides additional insights into multi-level climate governance taking the example of Germany, which is organised as a federal parliamentary republic that consists of 16 regional states. Germany is also a member state of the European Union (EU) and a Party to the United Nations Framework Convention on Climate Change (UNFCCC), and its climate policy is firmly embedded in the international and European climate policy architecture. As such, Germany’s national contribution to the achievement of the Paris Agreement forms part of the EU’s joint Nationally Determined Contribution (NDC) which was submitted on behalf of all member states. At the national level, Germany has established a climate governance framework that provides for strong federal responsibilities with a smaller but still significant role played by the regional states.

Sino-German Exchange Meeting on EU Carbon Accounting and Carbon Footprint in Huzhou

In order to support financial institutions and real economy sectors to achieve their development goals of a green and low-carbon transition path and to facilitate climate-resilient investment and financing in line with the goals of the Paris Agreement, there is a growing need for local enterprises and financial institutions in Chinese cities to improve their understanding of the international policy framework for carbon accounting and to strengthen their capacity to conduct carbon emission accounting and sustainability information disclosure, especially for regions with international trade links.
