The National Development and Reform Commission (NDRC) and the Ministry of Ecology and Environment (MEE) issue the 14th Five-Year Plan of Action for the Control of Plastic Pollution.
In order to implement the outcome of the Fifth Plenary Session of the 19th CPC Central Committee and in accordance with the requirements of the national “14th Five-Year Plan”, the NDRC and the MEE, in conjunction with relevant departments, have formulated and issued the plan of action for the control of plastic pollution.
The programme focuses on the essence of plastic pollution, further improves the whole chain of the plastic pollution control system, and details the deployment of plastic use reduction at source. Additionally, it makes prescriptions on plastic waste cleaning, recycling, as well as reclamation and scientific disposal, and tightens the responsibilities of departments and localities.
The goal of the programme is that by 2025, the plastic pollution control mechanism will operate more effectively, local, departmental and enterprise responsibilities will be effectively implemented, the whole chain of plastic products production, distribution, consumption, recycling and end disposal will be more effective, and white pollution will be effectively curbed.
Essentially, the programme deploys three main tasks: 1) To actively promote the reduction of plastic production and use. 2) To accelerate the standard recycling and disposal of plastic waste. 3) To vigorously carry out the clean-up and rectification of plastic waste in key areas and deploy targeted plastic waste clean-up and rectification tasks in rivers, lakes and seas, tourist scenic spots and rural areas.
