Best Practices of Huangzhong County in Xining City to Deal with Climate Change Risks

Huangzhong County, Xining City, Qinghai Province was listed as a national climate-adaptive pilot city in 2017 and Xining has been listed as the second batch of national pilot cities for ecological restoration and urban repair in the same year. Xining was also included in the national second batch of sponge city pilots in April 2016. After several years of pilot work and low-impact urban construction and development, certain progress has been made in the protection and utilization of urban water resources, and urban disaster prevention and mitigation. In particular, taking advantage of the opportunity of ecological restoration and sponge city construction, Xining has built a “mountain-water-city” integrated urban construction system, which has played an active role in coping with urban high temperatures, alleviating urban heat island effects, and solving urban waterlogging.

The CRR project aims to enhance climate resilience of China’s urban centers and their rural surroundings in order to reduce human and economic losses. The project will empower local pilot cities with an ICRM approach to identify climate hazards, exposures, and vulnerabilities. Based on the risk analysis, the Chinese government can analyze occurrence probability, frequency, and severity due to climate change; localize asset geographic locations and values; and quantify the economic losses. Incorporating comprehensive socioeconomic impacts, local governments are enabled to apply climate adaptive, risk-informed measures to protect assets, businesses, and individuals.
