MEE calls for public proposals for the Chinese Certified Emissions Reduction scheme (CCER) methodology; the CCER registry and trading systems are ready for acceptance check

On 30 March 2023, Ministry of Ecology and Environment (MEE) called for the public proposals for the CCER project methodology. For building integrated national voluntary carbon reduction market and meeting the new needs of achieving dual carbon target, the previous methodologies need to be updated. The MEE requested:

  1. Submissions made by project owners equipped with the technical conditions of methodology compilation. Sector associations and academies, colleges and others could submit methodology proposals.
  2. Submissions could be revised versions of the existing methodology or a new methodology but should exclude sectors already regulated and mandated for GHG emissions reduction.
  3. Submissions should follow the provided outline, be submitted to MEE via email by 30 April 2023. The estimated progress of the CCER relaunch will be earliest at the end of 2023.
  4. Considering the dual carbon targets, the methodologies will be evaluated and selected by batches, gradually to update and replace the previous methodologies.

On 4 February, the development of a unified national registration system and trading system was completed for the establishment of the national CCER trading centre. Such development provides important infrastructure guarantees for the construction of a voluntary emission reduction market. The registration system has been able to carry out the entire business functions such as registration, the issuance of emission reduction projects, and emission reduction volumes. As for the trading system, it has core business functions such as transaction entity management, transaction organisation, delivery and settlement, and risk control supervision. The two systems have met the requirements set by the competent authorities.

China issues National Climate Plan for 2026–2030

On 27 July 2026, the Ministry of Ecology and Environment (MEE) and 18 other national authorities jointly issued the “National Climate Change Plan for the 15th Five-Year Plan Period”. The plan covers the period 2026–2030 and addresses mitigation, adaptation, carbon markets, product carbon footprints and climate governance.

The plan builds on the objectives of the general 15th Five-Year Plan (FYP) for National Economic and Social Development, adopted in March 2026, and of the State Council’s “Action Plan for Carbon Peaking during the 15th Five-Year Plan Period”, issued earlier this month. While the “Action Plan for Carbon Peaking” focuses mainly on energy and sectoral carbon dioxide (CO2) reductions, the new national climate plan also addresses non-CO2 gases, climate risk and the data systems needed to implement climate policy.

China sets out how it intends to peak carbon emissions before 2030

On 9 July 2026, the State Council published the “Action Plan for Carbon Peaking during the 15th Five-Year Plan Period (2026–2030)”. The plan translates the climate objectives of the 15th Five-Year Plan, adopted in March 2026, into sector-level measures for energy, industry, transport, buildings and carbon markets. It is the central instrument through which China intends to reach its target of peaking carbon dioxide (CO2) emissions before 2030, and prepare the ground for carbon neutrality before 2060.
