Methane Mitigation Policy Frameworks and MRV Systems – Experience and Lessons from the EU & Germany and Recommendations for China

This report provides a comparative analysis of methane mitigation policies and monitoring, reporting and verification (MRV) systems in China, the European Union and Germany, with a focus on emission profiles, regulatory frameworks, MRV practices and economic instruments in key sectors including energy, agriculture and waste. Drawing on the experiences of the EU and Germany in methane governance and MRV development, and taking into account China’s industrial structure and governance context, the report proposes recommendations to further strengthen methane data and monitoring systems, enhance sector-specific regulation, expand the use of economic incentives and advance provincial pilot programmes. It also sets out a phased implementation roadmap from strengthening the foundations, to expanding and integrating policy frameworks, and ultimately achieving more systematic methane governance, providing a reference for further improving China’s methane governance capacity and mitigation outcomes.
