Study on China’s Monitoring and Evaluation Framework for Climate Change Adaptation

Against the backdrop of global climate‑change challenges, climate risks impact food production, water supply, health systems, biodiversity and infrastructure worldwide. China has issued the National Climate Change Adaptation Strategy 2035, which outlines the overarching strategic direction for climate adaptation. Nevertheless, systematic and quantifiable national‑level tools for adaptation monitoring and evaluation remain lacking. Against this background, the Sino‑German Cooperation on Climate Change – NDC Implementation (NDCI) project of GIZ, in collaboration with the National Climate Centre, has prepared this report. It aims to develop an initial comprehensive and operable overarching framework for Climate‑change Adaptation Monitoring and Evaluation (M&E) in China, so as to advance the development and improvement of the national climate adaptation system. The report identifies five key lessons drawn from Germany’s climate adaptation system and puts forward three comprehensive policy recommendations based thereon.
