Data released by China’s National Energy Administration (NEA) on January 26 showed that the country’s solar power generation capacity grew by a staggering 55.2% in 2023. The numbers highlight that over 216 GW of solar power have been added during 2023, which equals 14% of the world’s total installed solar PV capacity.
GIZ successfully conducted its kick-off workshop of the Urban-Act Project China Component on January 25, 2024, in Beijing. The event was attended by over 50 participants from the German Embassy Beijing, GIZ East Asia, GIZ Urban-Act Thailand Component, GIZ Urban-Act Philippines Component, GIZ Urban-Act Indonesia Component, U.N. Economic and Social Commission for Asia and the Pacific (UN ESCAP), United Cities and Local Governments Asia-Pacific (UCLG ASPAC) and Chinese partners at national and city levels.
The IKI Update provides an overview of policy developments in China and activities of projects funded by the IKI and implemented by the GIZ in China. This issue covers the months October – December 2023.
The NDC-TIA project’s implementation partner WRI has released a report, titled “Visioning to Implementation”, in December 2023. The report assesses how the three NDC-TIA country components, China, India, and Vietnam, are translating their NDCs into national transport strategies and policies. It finds that climate ambitions in transport are somewhat consistent with national strategies, while coordination across policy areas and levels of governance must be further improved. The report synthesises information from an extensive review of literature and policy documents, as well as expert interviews.
Right after COP28, as part of the International Climate Initiative (IKI) of the German Federal Government, GIZ East Asia hosted a “Networking Workshop for Climate & Environment Cooperation with China” on 14 December 2023. The workshop brought together different actors of the climate and environment community in Beijing to foster networking and exchange.
On 2 December 2023, the side event entitled “From a Germany-China Track 2 Dialogue (T2D) Perspective: China’s and Germany’s Contribution to the Acceleration of the Renewable Energy Expansion in light of the global stocktake” took place at the German Pavilion at COP 28. Zhao Yingmin, Vice Minister of the Chinese Ministry of Ecology and Environment, and Jennifer Morgan, State Secretary of the German Foreign Ministry and Special Envoy for International Climate Action, delivered speeches. This event was jointly hosted by the German Environment Agency (UBA) and the Chinese National Center for Climate Change Strategy and International Cooperation (NCSC), and supported by GIZ.
On 15 November 2023, the Urban-Act project China component and its regional consortium partner United Cities and Local Governments Asia-Pacific (UCLG ASPAC) organised a learning forum titled “City Enabling Environment Assessment on Environmental and Climate Change Governance”. The event took place in conjunction with the 9th UCLG ASPAC Congress in Yiwu, Zhejiang, and gathered about 40 representatives and practitioners from city governments and institutes in China, Thailand, India, Indonesia, the Philippines, Nepal, and other countries.
In order to close the significant financing gaps to achieve the goals of the Paris Agreement and to promote sustainability in the financial sector by integrating ESG factors into investment decision-making, we recognise the urgent need for leading financial professionals to strengthen their expertise on sustainable finance. International expert exchange can play an important role in this regard. To this end, a delegation visit to Germany and Norway was organised by the GIZ-implemented IKI project Sino-German Cooperation on Climate Change – Climate Partnership from 5 to 11 November 2023, which facilitated Sino-European technical exchange of financial market professionals and academia.
On 8 November 2023, China’s National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) issued a policy on establishing a coal power capacity pricing mechanism. The policy proposes adjusting the current single pricing of coal-fired power to a two-part pricing system, comprising capacity pricing and electricity pricing.
On 7 November 2023, the Ministry of Ecology and Environment, in collaboration with ten other ministries and commissions, including the Ministry of Foreign Affairs, unveiled a much-anticipated action plan aimed at curtailing methane emissions. This document’s release is a pivotal moment in China, the world’s foremost methane emitter.
