On 18 July 2025, the General Offices of the Communist Party of China (CPC) Central Committee and the State Council released the “Provisional Regulations on the Ecological and Environmental Protection Accountability System for Local Party and Government Leaders”. The move aims to integrate green, low-carbon transition and environmental protection into all aspects of governance and strengthen enforcement of “ecological civilisation”1 policies.
As methane is one of the most potent greenhouse gases and a major driver of climate change, China and Germany are intensifying their cooperation to advance emission reductions in this critical sector. Methane plays a pivotal role in achieving China’s climate goals, particularly in energy, agriculture, and waste management. Against this backdrop, the Sino-German Cooperation on Climate Change – NDC Implementation project works with the provinces of Guangdong and Shandong to develop effective subnational methane mitigation strategies and action plans.
In 2024, China experienced its warmest year on record, facing an alarming increase of extreme weather events such as heatwaves, heavy rainfall, and typhoons. As the impact of climate change accelerates globally, countries are under increasing pressure to strengthen their ability to anticipate, assess, and respond to climate-induced risks. Climate risk assessments and early warning systems are indispensable tools in this effort, enabling governments to protect vulnerable populations, reduce economic losses, and steer adaptation policies effectively.
From 10 to 22 August 2025, over 40 emerging climate leaders studying at Chinese and German universities gathered in Munich and the Bavarian Alps for the second edition of the Sino-German Study Camp. Organized by the project “Sino-German Cooperation on Climate Change – Climate Partnership”, in partnership with the Technical University of Munich (TUM) and Tsinghua University, this intensive two-week program offered a dynamic platform for interdisciplinary learning, cultural exchange, and hands-on collaboration.

More than 20 Participants visited a fresh produce distribution center and a model sustainable retail store, gaining firsthand insights into intelligent quality control systems, clean energy integration, and advanced facility management. With expert-led sessions and on-site demonstrations, the tour offered a platform for meaningful exchange on practical strategies and emerging trends. The experience underscored a clear shift in the sector toward efficiency, sustainability, and long-term resilience.
Starting 1 September 2025, China will include carbon emission evaluations in energy conservation reviews for new fixed-asset investment projects. Announced by the National Development and Reform Commission (NDRC), the policy shifts focus from energy use to carbon emissions, including total emissions and carbon intensity. High-energy industries will face stricter review standards. Evaluations will now consider energy efficiency, carbon impact, alignment with climate goals, and use of low-carbon technologies. Projects that fail reviews cannot begin construction or operation. The NDRC says the new rules aim to curb coal use, improve carbon management, and support China’s carbon peaking and neutrality targets.
